Operational Process of Railway Transportation Business

1. Letter of Authorization – The shipper sends a cargo transportation service order, arranges for consignment delivery, loading, payment of transportation fees, and submits the cargo receipt voucher to the consignee.

2. Railway Operation Acceptance – The shipper or the forwarding agency at the origin, in accordance with the railway transportation plan to the port, fills out the domestic railway waybill. The agent then proceeds with departure preparations according to the plan.

3. Cargo Receipt and Inspection – The shipper moves the cargo into the station, and the freight clerk inspects the cargo according to the waybill. For cargo that requires weighing, the freight clerk shall weigh it and record the weight on the waybill.

4. Payment and Acceptance for Carriage – The freight clerk responsible for billing calculates and fills out the freight documents, collects the transportation fees, and stamps the waybill with the station name and date to indicate acceptance for carriage.

5. Loading – The cargo is loaded onto the train, and any wagons requiring sealing are sealed.

6. Freight Documents – The consignee uses the railway freight documents to collect and inspect the cargo at the designated location within the railway system.

Notes for Railway Transportation Business

1. Upon arrival at the destination station, based on the cargo receipt voucher or valid certification document presented by the consignee, and after verifying it against the freight documents, the consignee shall sign and stamp the cargo bill. After all fees have been collected, the delivery date stamp shall be affixed to both the waybill and the cargo bill. The cargo receipt voucher or certification document shall be pasted or recorded on the fourth copy of the cargo bill, and then the waybill shall be handed over to the consignee, who can collect the cargo at the designated storage location by presenting the waybill.

2. When consigning cargo, the shipper shall use transportation packaging that meets the transportation requirements, facilitates loading and unloading, and ensures the safety of the cargo, based on factors such as the nature, weight, type of transportation, distance, climate, and loading conditions of the wagon. For cargo without uniformly stipulated packaging standards, the station shall work with the shipper to develop and jointly implement temporary standards for cargo transportation packaging.
